Tried to get a bike at 2 separate stations. All were locked for maintenance. My advice is to go onto the Loews property. They have bikes for rent that are superior to the City bikes. Anyone can rent them. You don't have to be staying at the Loews. They only catch is that you have to return them to the same Loews bike rack. For me that wasn't a big deal.
